New rules
The rules changed in your favour
New Investment Law
Foreign investment licensing has been replaced by registration with MISA. Foreign and local investors are treated equally. A limited list of excluded activities remains, published in MISA's investor guide.
Unified Commercial Registration
One national, non-expiring Commercial Registration replaces separate regional registrations.
Apostille Convention
Saudi Arabia accepts apostilled documents, cutting the legalisation route for Dutch, Moroccan and other foreign paperwork.
Digital government
Company registration, visas, licensing and compliance run increasingly through online platforms.

Programs and incentives worth knowing
Regional Headquarters (RHQ) Program
Multinationals that run their MENA operations from Saudi Arabia can access long-term incentives (reported up to 30 years), visa facilitation, premium residency for senior executives and stronger access to government contracts. Real substance is required: an RHQ must genuinely manage the region from the Kingdom.
Special Economic Zones (SEZs)
Launched in 2023 to attract industry, logistics and technology, with competitive tax and customs regimes and relaxed rules. Zones include Jazan, Ras Al Khair, King Abdullah Economic City and the Cloud Computing SEZ in Riyadh.
Premium Residency
Long-term residency options for investors, executives and skilled professionals, without a local sponsor.
Funding and support
National development funds, SME support through Monsha'at, industrial financing and local content programs that reward companies building in the Kingdom.
